The full phrase was written in a 1776 issue of Town and Country Magazine: “Mrs Robinson has made her appearance at Drury-Lane theatre, in the character of Juliet, and was received with applause. If we may be allowed a comparison, she appears like a diamond in the rough; and, we think, when she has received the polish of time and stage knowledge, she will be a considerable ornament to the stage.” 

In this context, it refers to the raw talent and promising capabilities as an actress, suggesting that over time, through experience, she will become a brilliant and celebrated performer. This concept links to the infamous version of the phrase used in our daily language, even today.
